"Evince 2.28 out of Ubuntu Karmic is able to display annotated pdfs. But there's a problem. There's no icon which shows the user, that he could find a annotation inside the text. Adobe Reader displays a small icon, but Evince does nothing. Only when you hover with the cursor above the right position yoi will get a popup window with the content... Please take a look the the screenshot and the attached pdf."

This bug was fixed a while ago.

Annotation still need a lot of improvement, but symbol is there as shown in the screenshot attached.
