When the keyboard layout is set to US Dvorak or US Dvorak International by the gnome settings panel, gnome-terminal responds to Ctrl+Z by shrinking the font size. This is the behaviour usually given to Ctrl+-.

Changing the keyboard layout to QWERTY, Ctrl-Z behaves appropriately.

The Z key in Dvorak is in the place of
/
on USA QWERTY or
-
on the German layout, which is the actual keyboard type.
