__init__.py doesn't need to be executable

Hi, __init__.py doesn't need to be executable. In fact, one of the two __init__.py files libgweather installs is set executable. The attached patch makes it not be installed executable. I've tested it and it does the right thing, and gweather keeps importing fine.
