do we need something other than save / open?

if not, we can just have a boolean "save" property

gtk's file sel does not have a mode.

kde's has save / open.  the action button is always ok.  when in save
mode, the file does not have to exist for the dialog to return.  (open
it does).

windows has the action button say save/open.  in save mode, when you
select a director, the button changes to open.  mac os 9 seems to
behave in this same way.

on windows, if you type in a directory name into the entry it doesn't
change to Open (even if it autocompletes for you to a directory)
