"After opening gnome dictionary and before looking up any words, the gnome dictionary Go menu not accessible.

This is against the GNOME HIG: "Do not disable menu titles. Allow the user to explore the menu, even though there might be no available items on it at that time."

1. Open Gnome dictionary
2. Try to open Go menu

What happens

3. Go menu is not accessible

Expected behavior

The patch attached allows opening and browsing the Go menum, even when all items are disabled.

Seems fixed already, please reopen if you can reproduce in 3.8.
