It does succeed for me. I suspect that the scrolling tests are very sensitive to theming sensitive. My development branch of GTK+ runs the default (boring) theme. The test should be changed to actually enforce usage of the default theme and font so that it passes on all configurations. Changing the subject to say so.
We're moving to gitlab! As part of this move, we are closing bugs that haven't seen activity in more than 5 years. If this issue is still imporant to you and still relevant with GTK+ 3.22 or master, please consider creating a gitlab issue for it.
