Please describe the problem:
Newly opened windows are opened as background windows when a "keep on top" windows is active.

Steps to reproduce:
1. Open an application (window #1 ex: firefox)
2. Set Up another window with "Keep on top/foreground" option. (window #2 ex: videolan player)
3. Unfocus this window (#2)
4. focus window #1
5. Open any new application/window (#3)


Actual results:
Window #3 goes behind all windows (#1 & #2)

Expected results:
The new window #3 goes behind #2 but in front of #1

Does this happen every time?
yes

Other information:
The behaviour is correct if window #2 has the focus when #3 is opened.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
