Thanks for taking the time to report this bug.
This bug report isn't very useful because it doesn't describe the bug well. If you have time and can still reproduce the bug, please read http://bugzilla.gnome.org/bug-HOWTO.html and add a more useful description to this bug.

In more detail
Evolution checks my email as though it is still remembering a password for the mail server.
In Evolution preferences for my email accunt under the tab
"Receiving Email"
"Authentication Type" I have
"Password" and the "remember password" box is unchecked.
It is my understanding that having now restarted the system when I
click on send/receive that I should prompted for an email server password. It does not prompt for a password from my yahoo email server it simply downloads the new emails as though a password has been remembered.
I want to have to type a password in but Evolution will not forget it with the box unchecked and then a restart. That is the best I can explain it.

Ah. I see.
Yes, I've run into the same issue once. :)
"File > Forget Passwords" is the solution (but removes ALL passwords), and I agree that the general design of this is a bug.

In evolution 2.30.0 with imap where i don't have remember password enabled, it always pops up for password before fetching mails.

This version is no longer maintained, which means that it will not receive any
further security or bug fix updates.
The current stable GNOME and Evolution version is 2.30.

Can you please check again whether this issue still happens in Evolution 2.28
or 2.30 and update this report by adding a comment and changing the "Version"
field? Thanks a lot.

Again thank you for reporting this bug and we are sorry it could not be fixed
for the version you originally used here.

Without feedback this report will be closed as INCOMPLETE in 6 weeks.
