One can "add" layers below by dragging a clip (audio or video) downwards, but it is not possible to do so by dragging it upwards.

Right, the top layer is the "highest" possible priority.

tempted to close this as not-a-bug, unless someone thinks this represents a usability issue.

You can always reorder once clips are in the timeline. I had a look at the code, I don't think that fixing this is worth the complexity it would add.
