I'm now on a Dell Mini. This device don't provide any led for CapsLock and the keyboard is so small that you can accidentally hit the CapsLock key while typing.

It could be good add a g-s-d plugin (and in case a checkbox in Keyboard preferences tool to enable/disable it) to notify about the status or the pressing of CapsLock.

Could be interesting provide an OSD notification like the audio volume one (it is well visible and non blocking, helpful to warn about accidental pressing while typing) with of course a text like "CapsLock is ON/OFF" instead the progress bar, plus a notification icon (it's useful to check the current status, replacing the missing led) showed only when CapsLock is on.

The icon, for both OSD notification and notification icon could be a keyboard key with a capital letter (A) on it.

Of course, someone could appreciate the same approach for NumLock.

There are 2 keyboard releated applets in gnome-applets
 * accessx-status
 * gswitchit

The latter only shows keyboard layouts, the first works fow a11y features like slow/bounce/other keys. 

Plus, we are going to "deprecate" applets in GNOME Shell :)

As for the applets disappearing, you'd better ask the GNOME Shell people how to fix your problem, because adding popups when switching caps lock on isn't it...
