Please describe the problem:
When filenames are containing "strange" characters like ß, ü and so on, the file can't be opened. And an error message is given.

Steps to reproduce:
1. Save file as test.dia
2. rename it to Büro.dia
3. Try to open.....


Actual results:
Error: Loading loading Diagram ...... Unknown filetype.

Expected results:
Open the file correctly
