Well, that's what pidgin calls it anyway.

The idea is to set up actions to do when a buddy comes on-line.  Actions could be pop-up a message, open a new message to him/her, send a message.

This feature is also used in pidgin to effect "off-line" messaging for protocols that don't allow that.  i.e. if I message bob and he's not online, it's saved as a "when buddy comes online" buddy pounce.

In the absence of a voting system for RFEs I'm not sure Pro's comment was entirely useless.  It does give indication of how popular a particular RFE is amongst the user-base and if somebody is just looking for something to work on and doesn't really care what it is he works on why not choose the most popular RFE?

This kind of things shouldn't be part of Empathy. It could MAYBE be done as a plugin but as Empathy doesn't have any plugin system (bug #547208) and there is no plan to add one for now, I'd say this should be a separated application. Now that Empathy uses MC5, I think you should be implement most of the actions in a separated application.
