In Epiphany 2.27.x there's this very nice feature /apps/epiphany/general/open_new_windows_in_tab = "true"

In the GUI (right-click menu), it still says "Open Link in New Window".

To fix this inconsistency and improve the behavior for everyone:
1) make this the default
2) call the menu item "Open Link in New Tab"
3) add a second menu item "Open Link in New Window" which does what it says.

The gconf key should still be there to allow people to chose the default behavior.
