Resolution changes not handled gracefully

Please describe the problem: I connected an external monitor to my laptop and enabled it. It uses a higher resolution than my laptop's internal display. The panel resized ok, but all my panel applets were in weird positions that did not correspond to their previous position. For instance, most (but not all) of my launchers ended up at the rightmost edge of the panel; then the volume control, the notification area, Tomboy, then the clock. The order before resizing was the default ordering when you first run GNOME (I believe, notification area, clock, volume control), and the launchers were spaced more-or-less evenly along the top panel. On the bottom panel, the workspace switcher ended up in the centre of the screen rather than flush with the right edge.
