It seems that since

metacity is no longer paying much attention to property changes for a number of important properties, because the hooks table has:

    { display->atom__NET_WM_STRUT,         META_PROP_VALUE_INVALID, reload_struts },


So we get into this branch in init_prop_value:

  if (!hooks || hooks->type == META_PROP_VALUE_INVALID)
    {
      value->type = META_PROP_VALUE_INVALID;
      value->atom = None;
    }


And things go downhill from there...
