Allow configuration of time format in terms of 24-hour or AM/PM time format. Many people use en_US.UTF-8 settings for keyboard et cetera but within this group, many people would like 24-hours time display in their applications.

For beginners, it is too difficult to make this setting by adding this line:
  LC_TIME="nl_NL.UTF-8"
to this file:
  /etc/default/locale

The nl_NL can be derived from the time zone and used as a default, when a user would like 24-hour display in stead of AM/PM or it can simply by default be set to the major locale setting.

This setting should also be available in GNOME in System / Administration / Time and Date (time_admin) for the user to change it. See attached screenshot for proposal.

Implementing the functionality described above will improve the overall user satisfaction and position GNU/Linux with GNOME better for normal users.

User should be told in help or in the dialog itself (perhaps in the selection list / combo box) what the time format is, i.e. per item in this list if it is AM/PM or 24-hours.

I think the same, it should be an option to set the time format 12/24 hours format.

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
