Screens with no panels get the default panels on restart

Please describe the problem: One long standing annoyance is I can't have a screen with no panels on it. I already have enough panels on the other screens in the multi-screen setup. My guess is that gnome-session recognises the screen as new one on restart if there are no panels and creates the standard top and bottom panels on it so you have to delete them on every restart (fortunately doesn't happen often). Steps to reproduce: 1. Remove any panels on a given screen 2. Restart X 3. Notice they're there again Actual results: Expected results: Have gnome-session remember the screen has no panels Does this happen every time? Yes Other information:
I'm guessing this is actually a gnome-panel issue.
