You already get notifications when a connection is up (for which the cable must be plugged in) or down (which happens when the cable is pulled).  Is that somehow insufficient?

I tend to think it's pointless to notify the user of carrier events when the interface is not configured (and thus can't be used for anything), and since you will get notifications when it does get configured when the cable gets plugged in or pulled out, the requested functionality is already present...
