Add a cluebar when nautilus shows ~/Public.  (or whatever xdg public share is set to), that allows enabling of gnome-user-share without using the capplet. 

The cluebar could contain a toggle for 'enable file sharing' and a button that links to the capplet(?)

Probably only a button to launch the sharing capplet would be needed. Otherwise we need to go into details of whether they want to share using the network, or using Bluetooth, etc.

Would be better if the label said something about the current state of the file sharing but it's already hairy in terms of UI strings for the public folder (where we have both bluetooth and network sharing), but gets even more complicated when the Downloads and Public folders are the same.

Ideas welcome
