Hello, [I'm not sure of posting this feature request in the proper package (gnome-destop)]. It would be great having a centralized system to control notification popups (little yellow popups). Because some software don't propose to enabled/disabled this feature and this is really irritating. I think nm-applet for instance. Having this feature controlled by one centralized system could be really beneficial for end-user to customize the desktop to his taste. I'v already dreamed such a feature before seeing that it was created in KDE 4.x :)

This is fixed with the "Notifications" option of the user menu in the top panel, isn't it? So we have to close the bug as fixed
No. He wants a panel in the Control Center to enable/disable notifications for apps individually.
This has in fact been discussed as desirable in connection with the new lock screen. See https://live.gnome.org/Design/SystemSettings/Notifications
