The OpenID plugin (or perhaps XRDS-Simple plugin -- not sure exactly which) conflicts with the OpenID Delegation plugin.

The XRDS document published by the OpenID plugin supersedes that done by the OpenID Delegation plugin, so the OpenID plugin wins.

Even if you disable the OpenID provider feature of OpenID plugin, it still advertises itself as a provider, so that isn't enough to make things work.

According to http://willnorris.com/2008/10/wordpress-openid-v3, version 3 of wpopenid provides the functionality of the OpenID Delegation plugin, so upgrading to that release and removing the delegation plugin might be an acceptable solution.
