Please describe the problem:
Binary package hint: gnome-panel

I have noticed a that my gnome-panel that is on the bottom of the screen moves back to the top of the screen when I resize my desktop. 

Description: Ubuntu intrepid (development branch)
Release: 8.10

gnome-panel:
  Installed: 1:2.23.92-0ubuntu1
  Candidate: 1:2.23.92-0ubuntu1
  Version table:
 *** 1:2.23.92-0ubuntu1 0
        500 http://us.archive.ubuntu.com intrepid/main Packages
        100 /var/lib/dpkg/status

Steps to reproduce:
1) Fresh install of intrepid ( There all fresh, but you know what I mean )
2) Remove the button gnome-panel ( right click and then remove panel )
3) move top gnome-panel to the bottom of the screen ( yes, I know it ugly like Windows now )
4) resize your desktop with the "Screen Resolution" app under - System, Preferences.


Actual results:
The gnome-panel that is on the bottom of the screen moves back to the top of the screen

Expected results:
The gnome-panel stays on the top of the screen

Does this happen every time?

This issue is still happening with gnome-panel 2.28.0

It's really simple to reproduce. I'm using Virtualbox with the latest alpha of Ubuntu Karmic and all you need to do is resize the windows the it moves.

I would say that this confirms this issue.

I also see this both in VirtualBox and on my laptop (intel driver).

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
