New tabs should not steal focus

[ Forwarded from http://bugs.debian.org/499274 by Jonny Lamb ] When I middle-click on a hyperlink in a devhelp document, it opens a new tab with the content I wanted in, but it then switches to that tab. This is very annoying and the overwhelming consensus asking around the office shows that I'm not the only one finding this annoying.
