balsa doesn't referesh the mailbox directory when new mailboxes are added
under the MailDir

I been considering that. Idealy, the directory-changed SIGIO from 2.4
goodness would be the best.

for now
a) when you add a new mbox under maildir (it doesn't refresh cause it
doesn't add anything to config) 
b) an entry on the right-click menu ? for people with procmail and
weird stuff ? 

(this prolly took longer to write than the code ehhehe)
