What's the output of bison --version ?
GNU Bison version 1.28
This should fix it: 2008-07-20 Tim-Philipp Müller <tim.muller at collabora co uk> * m4/gst-parser.m4:: Fix bison version number detection for older --version output format (as bison 1.28 on OSX 10.4 outputs). Fixes #543853. (Note that we require bison >= 1.875 though, so the fix itself won't help you much).
