Move gst_parse_launch() into a helper library.  Because it's big and isn't really a core feature.

Agreed, and it will also make people understand even more that they shouldn't use gst_parse_launch() in anything but scripts/debugging/testing stuff.

Not that I'm opposed, and I agree it's not a core feature, but is it really that big compared to libgstreamer itself? About 45k here, so around 5% of a normal GStreamer build.
