Please describe the problem:
Generic Keyboard Actions such as Ctrl + C and Ctrl + V to copy and paste do not seem to use the correct keyboard layout.  I use the Dvorak layout on my computer, and doing Ctrl + C will Italicize the selcetion (since the c key in dvorak is the regular i key).  In order to copy, I have to use Ctrl + j (since j in dvorak is the regular c key).  This is minor, but very annoying when using alternate layouts.  All my other gnome applications seem to handle this fine (gedit,gnome-terminal,pidgin), which is why I think it is a tomboy bug.

Steps to reproduce:
1. Set keyboard layout to Dvorak
2. Try to copy a selection in a not using the Keyboard Action (Ctrl + C)
 


Actual results:
The Selected text is italicized

Expected results:
The text should be copied to the clip board.

Does this happen every time?

This looks like a duplicate of bug #162726.  Do you have multiple layouts set up?

Yes, I do have multiple layouts.  This does look like the same issue.  I had searched but not found this one, sorry, and thanks for the correction :)
