Please describe the problem:
gnome-dictionary doesn't use the proxy system settings, so it doesn't work behind a proxy.

Steps to reproduce:
1. Use gnome-dictonary behind a proxy.

Actual results:
Doesn't use proxy system settings

Expected results:
Use proxy system settings
