Make it easier to develop modules to index mail

The same setting is stored hard-coded at ~ 4 locations."
Lots of things has changed since this bug was filed. I think we can consider it easy enough with the current infrastructure.
Moving "Indexer" component bugs to "General" since "Indexer" refers to the old 0.6 architecture
