Steps to reproduce:
1. Have German locales installed on your computer
2. Start gnucash with german locale (in ubuntu: LANG=de_DE.UTF8 gnucash)
3. Go to Datei / Neu / Neue Datei
4. Click on Vor
5. Choose Euro and click on Vor
6. Click on Kontenrahmen SKR04

Should be fixed by r17152 on trunk.
Awaiting backport to branches/2.2 for inclusion in GnuCash 2.2.6.
