more lock-down options for corporate user environment?

Need to be able to lock down all characteristics of gnome-terminal. In our particular corporate use of gnome-terminal, we would prefer an extremely simple window with no menu or scrollbar. No right click, no resize, no maximise. All function keys should be passed through to the terminal session. The end user needs to be able to use the gnome-terminal as an exact replacement of VT220 terminals and we need to be able to lock out the possibility of the users configuring gnome-terminal to do different things. One thing that would have been a big benefit is the ability of gnome-terminal to be able to ONLY run with a certain profile. Under the current system, it is possible for our users to create a test.desktop file on their desktop and edit it to start "gnome-terminal -x bash" which gives them a command prompt. Our objective was to prevent all access to the command line for standard users. As a Sys Admin tool, gnome-terminal is an excellent tool. It just seems to be lacking a lot of configuration that would let it be an excellent end-user tool for simple terminal session emulation. Other information:
libvte has a programme 'vte' (unfortunately not installed on make install) that seems to be what you want, i.e. just a vte widget terminal with no extra UI.
Just an update: we do install the vte binary.
