...But it failed in 5.22.0 as well so I haven't tracked down the problem before release.

Three problems:
1) The intermediate lexer/parser files were assumed to be built in the source directory. I've changed this to the current (i.e. build) directory.
2) These intermediate files were not in POTFILES.in or POTFILES.skip. I've added them to POTFILES.skip as they don't seem to contain anything worth translating.
3) Create a Makefile.am for the m4/ directory
