1. add keyboard accessibility status applet to the panel.
2. right click on the applet, select keyboard accessibility preferences.

An error dialog pops up indicating that 
gnome-accessibility-keyboard-properties is missing.

(This appears to have been caused by the merging of g-a-k-p into
the gnome-keyboard-properties utility.)

Thank you for making the effort to report this bug, but we fixed this just two days ago. If you would like to test the code in SVN then that would be greatly appreciated.
