Please describe the problem:
epiphany-webkit always starts up with "file" -> "work offine" checked.  this is minor problem, but nevertheless is unexpected behavior.  it has led to some confusion (see http://bugs.debian.org/454789).

also, checking or unchecking the option doesn't appear to actually do anything at this point.

I've made it so we start in online mode now, though as you say there is no difference between both modes at this point. Changing the bug title to reflect the new bug.

I was confused in Dec 2007 . The browser obviously connects to the internet so my report to Debian wasn't accurate .

Yes, we'll need to do stuff in our side when it's possible to set webkit in offline mode (might be possible already, didn't check in detail).
