When I right click on a tag in the tag list on the left hand side of the f-spot window, I can select "Edit Selected Tag". This allows to change the symbol picture of this tag, to rename the tag and also to change the parent tag.

When clicking on the parent tag, a list of all the available tags is shown

It would be nice, if instead a "cascaded menu" would be shown, just like the one, you get when right clicking on an image in the browser and selecting "Add Tag".

Other information:
Using f-spot 0.4.2 on Gentoo Linux.

Please use better summaries. 
it's not a matter of "moving" a tag but of changing its parent :)
