The bug has been opened on https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/164119

"In System -> Preferences, there are two entries called "Keyboard" and "Keyboard Shortcuts" respectively. I think this is confusing for the average user.

The former opens a utility with a window titled "Keyboard Preferences". Why is this no also the name of the menu entry

 Also, could these apps not be combined? I think they Keyboard Shortcuts should be a tab in the Keyboard Preferences application."

The menu item isn't called "Keyboard Preferences" because the top-level menu is already called "Preferences". Adding that to the menu item doesn't add any new information.

The second part is pretty much a dupe.
