On windows you can zoom in and out a pic using the only mouse wheel..

Here in eog I have to hold ctrl pressed as well...Is it so necessary?..

i think it's necessary because will be confuse if you need up or down use the scroll bar and instead  make a zoom.

This was reverted in a later release. For now you can change it in gconf (/apps/eog/view/scroll_wheel_zoom).
