GIMP font loading is pretty slow. Like other application is it possible either gimp loads font in background (may be in a new thread) or it load font based on requirement. If it possible to bring main window as soon as possible and load rest of the things like font, plug ins etc... in background, it would be very nice. First thing which user expects from a desktop application is to start as soon as possible, and gimp is lacking in this. 
     I am a VC++, C++, C and .NET developer and having fair professional experience. If possible I would like to contribute in codings. What I will have to do for that apart of what rule is written in FAQ?

There's a font cache and if it works, GIMP starts in about three seconds. It looks like it doesn't work for you for whatever reason. There are already many bug reports about this. Since you are a developer I am sure that you will figure out how to close your bug report as a duplicate.

I am not quite sure what this bug report is actually asking for. It may be a duplicate of bug #449848 or just bug #378153.

Closing as a duplicate of bug 449848 then. There is also already an enhancement request for delaying the load of brushes/patterns/gradients so this bug report really doesn't serve any purpose.
