Please describe the problem:
Some plugins (such as CalDAV and Weather calendar sources) require Evolution to be restarted before they start working... but the user is not told this when they enable or disable the plugins.

well, there is a general hint displayed that some plugins require restarting. it's very general, but imho it's enough.
