The Foundation membership stores everything in a MySQL database. We should be using LDAP instead. 

This means:
 * existing foundation members should be linked to their LDAP account
 * new LDAP accounts need to be setup for those that don't have one
 * somehow things need to be migrated

Ideally, people wanting to be a foundation member would fill in new_account.php or something that uses lib/account.php. This so that the request goes directly to the membership committee.
