Themes cannot be installed by copying them into ~/.nautilus/themes. If copied
manually, they don't appear in the theme list.

To appear, they have to be installed by choosing "Install new theme..." in the
preferences window.

It's an enhancement request, and a useful one for integration with
other software, as well as the usual familiarity reasons. Ask
yourself: Why shouldn't this work?

wontfix there are no longer nautilus themes.
