If your network interface has a static IP NetworkManager does not show the VPN Connections menu, it just shows "Manual Configuration".  In order to get the VPN Connections menu to show up you have to switch the interface to DHCP and enable roaming.  See Ubuntu forum topic:

I've experienced this exact behavior in Fedora 8.  VPN connections should always be available, static IP or not.
