A little in the same vain but more specific than bug 345446,
some projects may use a variety of catalogs for its purposes -
the user should be allowed to chose which catalogs are visible
in the palette (or allowed to be used in the project).

These options would be saved in a file containing metadata
that goes with the glade file (similar to glade-2's .gladep file).
