gnome-video-thumbnailer uses all available CPU power when an active video download is shown in Nautilus

Please describe the problem: Every time I download a video file and open the directory in Nautilus the CPU usage goes up to 100% nearly all the time which results on laptops in loud fan rotation and high energy consumption. It has been reported that the same problem appears without opening the directory in Nautilus if the download is saved to Desktop. Steps to reproduce: 1. install necessary gstreamer codecs 2. download a video file 3. open the download directory in Nautilus while the file is been downloading 4. wait some seconds until the gnome-video-thumbnailer starts Actual results: Gnome-video-thumbnailer uses all available CPU power for a time period, stops for for another short period and starts again. Expected results: Gnome-video-thumbnailer shouldn't activated for files which are downloaded or in writing use. No high cpu usage. Does this happen every time? It seems so.
