Something is weird about your installation.
Please do the following:
* get the dependency walker from http://www.dependencywalker.com, install and start it, open C:\Programme\gnucash\bin\libeay32.dll and search for BIO_clear_flags in its list of symbols
* get the Process Explorer from http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/ProcessExplorer.mspx, unzip it, start it, start gnucash, select gnucash-bin.exe process in process list, search for libeay32.dll... it may be there, maybe not.  if it is, please give us its full path
* search in C:\Windows and C:\Windows\System32 for libeay32.dll

* BIO_clear_flags dosn't exist in C:\Programme\gnucash\bin\libeay32.dll

* In libeay32.dll is not loaded
  -> see attachment process_explorer.jpg
* I found other libeay32.dll in C:\Windows\System32

Problem does not exist after reinstall ( 1. deinstall 2. delete directory C:\Programme\gnucash 3. install).
