Can't resize window by dragging border when its top is out of screen

[ Forwarded from http://bugs.debian.org/425412 by Manuel Bilderbeek ] When you move e.g. a gnome-terminal with it's top out of the screen (e.g. by dragging with ALT) and then try to resize the window by dragging the border (either one of the (bottom) corners or one of the 3 remaining visible sides), resizing does not work. Instead, the ALT-SPACE menu pops up.
Confirm that this is the case: In Fedora Core 6 with all updates up to 22nd of May 2007, this bug appears. Method for reconstruction: 1) open ANY window 2) press alt 3) click in the middle of window 4) drag its top outside the visible area, i.e. to the top 5) go to left or right window boundary until the left right arrow appears <-> 6) try to resize the window. the right button pop-up appears instead, where: right button pop-up = while cursors hover over boundary (cursor = "<->") press right button -> Minimise, maximise, On top et. cetera.
