To reproduce:
(1) Create a new folder
(2) Open the new folder so you're looking at an empty folder
(3) Look in the "Lay out" menu to double-check that you're in "Lay out by Name"
(4) Choose "New Folder" a few times (let's say 4 times, why not?)
(5) Note that the folders are lined up as you would expect, left to right, (and
top to bottom if necessary).
(6) Use "Lay out" menu (in View menu or right-click menu) to switch to "Lay out
manually"

The new folders are now all stacked in one vertical column. They should have
started out in the same positions you were just looking at. No reason for them
to move, and it's confusing that they do.

Darin thinks Gene broke this behavior recently, so I'm assigning this to him.

If you create the files one at a time with manual layout, then a vertical column
is expected (although fixing that may be desirable).

If you create them files and then switch to manual layout, then it's a bit
surprising that they show up in a vertical column. I'll have to look into it.
