Hit F-10 and select File -> New -> Project. Select Java Project in the New Project Wizard. Orca should speak the "Create a Java project in the workspace or in an external location." statuc text. I didn't test other dialogs, but suspect this is a problem with all the dialogs.

Eclipse is not on our radar screen.  If this bug is a generic problem with Orca's support for the Java platform, however, please retitle it appropriately.  Otherwise, please close as WONTFIX.  Thanks!
