Please describe the problem:
If a launcher icon is moved it often (but not always) changes to a question mark icon and becomes unusable, loosing it's target information and displaying 'not a launchable item' when clicked.
This is made worse by the fact that the launcher icons regularly rearrange themselves at each logon.

Steps to reproduce:
1. Drag something to the panel to create a launcher icon
2. Move the launcher icon around a bit


Actual results:
The icon turns into a yellow and black ? and becomes unusable

Expected results:
The same thing

Does this happen every time?
Eventually
