The scale tool should have values over 1.0, especially for the standard set of brushes that are too small. Also , it should appear in the smudge tool properties.

I was referring to the scalability option of some tools (brushes, pencils, eraser) and not at a 'scalability tool'. Sorry for my poor technicality :) .

This is already implemented in SVN. The smudge tool is a different issue but I believe there is already a bug-report for that.
